Developers will have to show that their project either helps reduce the amount of non-recyclable waste going to landfill, or replaces an older, less efficient incinerator. Environment minister Mary Creagh said: “For far too long, the nation has seen its recycling rates stagnate and relied on burning household waste, rather than supporting communities to keep resources in use for longer. “That ends today, with clear conditions for new energy from waste plants – they must be efficient and support net zero and our economic growth mission, before they can get the backing needed to be built.” Developers will also have to ensure their incinerators are ready for carbon capture technology, and demonstrate how the heat they produce can be used to help cut heating bills for households. As New York City prosecutors worked Thursday to bring murder charges against Luigi Mangione in the brazen killing of UnitedHealthcare CEO Brian Thompson , supporters of the suspect are donating tens of thousands of dollars for a defense fund established for him, leaving law enforcement officials worried Mangione is being turned into a martyr. Several online defense funds have been created for Mangione by anonymous people, including one on the crowdfunding website GiveSendGo that as of Thursday afternoon had raised over $50,000. The GiveSendGo defense fund for the 26-year-old Mangione was established by an anonymous group calling itself "The December 4th Legal Committee," apparently in reference to the day Mangione allegedly ambushed and gunned down Thompson in Midtown Manhattan as the executive walked to his company's shareholders conference at the New York Hilton hotel. "We are not here to celebrate violence, but we do believe in the constitutional right to fair legal representation," the anonymous group said in a statement. The crowdfunding campaign prompted donations from more than 1,500 anonymous donors across the country, many of them leaving messages of support for Mangione, including one person who called themselves "A frustrated citizen" and thanked Mangione for "sparking the awareness and thought across this sleeping nation." The GiveSendGo fund for Mangione appeared to be briefly taken down before it was restored on Thursday. GiveSendGo did not immediately respond to ABC News' requests for comment. Other crowdfunding sites such as GoFundMe have also taken down campaigns soliciting donations for Mangione's defense. "GoFundMe's Terms of Service prohibit fundraisers for the legal defense of violent crimes," the crowdfunding website said in a statement. Nova Scotia Premier Tim Houston named an expanded 21-member cabinet Thursday during a ceremony in downtown Halifax that excluded reporters in a departure from a long-standing tradition of open coverage. In an address that was livestreamed, Houston said his newly re-elected government would continue to deal with issues that matter to Nova Scotians, including health care, housing and affordability. “This term will also be very focused on growing our economy and continuing to lower taxes,” the premier said. “We have to grow our economy to be better able to support the services that Nova Scotians have a right to expect.” Before the election, in which the Tories won 43 of the legislature’s 55 seats, Houston led a 17-member cabinet. The government allowed only one television outlet to have a pool camera at the ceremony held at the Halifax Convention Centre, citing “limited capacity” inside the building that occupies a full city block. Journalists who tried to enter Thursday were turned away by building security. Houston was asked by reporters as he arrived why the media were not being given access to the new cabinet members. “It’s all live streamed ... Consumer electronics generally have discounts of less than 20%. “WalletHub found that around 41% of Black Friday items offer no real savings for consumers compared to their usual prices, but the items that are on sale are an average of 24% off, with the highest markdown at 89%," Chip Lupo, a WalletHub analyst said in the report. US homelessness up 18% as affordable housing remains out of reach for many people Federal officials say the United States saw an 18.1% increase in homelessness, a dramatic rise driven mostly by a lack of affordable housing as well as devastating natural disasters and a surge of migrants in several parts of the country. Two senior members of the federal cabinet were in Florida Friday pushing Canada’s new border plan with Donald Trump’s transition team, a day after Trudeau himself appeared to finally push back at the president-elect over his social media posts about turning Canada into the 51st state. Both Trudeau and former Bank of Canada governor Mark Carney, who Trudeau has been courting to become Canada’s next finance minister, shared posts on X Thursday, a day after Trump’s latest jab at Canada in his Christmas Day message. It isn’t clear if Finance Minister Dominic LeBlanc, who has repeatedly insisted Trump’s 51st state references are a joke, will raise the issue with Trump’s team when he and Foreign Affairs Minister Mélanie Joly meet with them in Palm Beach. The two are there to discuss Canada’s new $1.3 billion border plan with just under four weeks left before Trump is sworn in again as president.
