TikTok’s future in the U.S. appeared uncertain on Friday after a federal appeals court rejected a legal challenge to a law that requires the social media platform to cut ties with its China-based parent company or be banned by mid-January. A panel of three judges on The U.S. Court of Appeals for the District of Columbia Circuit ruled unanimously that the law withstood constitutional scrutiny, rebuffing arguments from the two companies that the statute violated their rights and the rights of TikTok users in the U.S. The government has said it wants ByteDance, TikTok’s parent company, to divest its stakes. But if it doesn’t and the platform goes away, it would have a seismic impact on the lives of content creators who rely on the platform for income as well as users who use it for entertainment and connection. Here are some details on the ruling and what could happen next: What does the ruling say? In their lawsuit, TikTok and ByteDance, which is also a plaintiff in the case, had challenged the law on various fronts, arguing in part that the statute ran afoul of the First Amendment and was an unconstitutional bill of attainder that unfairly targeted the two companies. But the court sided with attorneys for the Justice Department who said that the government was attempting to address national security concerns and the way in which it chose to do so did not violate the constitution. The Justice Department has argued in court that TikTok poses a national security risk due to its connections to China. Officials say that Chinese authorities can compel ByteDance to hand over information on TikTok’s U.S. patrons or use the platform to spread, or suppress, information. However, the U.S. hasn’t publicly provided examples of that happening. The appeals court ruling, written by Judge Douglas Ginsburg, said the law was “carefully crafted to deal only with control by a foreign adversary.” The judges also rejected the claim that the statute was an unlawful bill of attainder or a taking of property in violation of the Fifth Amendment. Furthermore, Ginsburg wrote the law did not violate the First Amendment because the government is not looking to “suppress content or require a certain mix of content” on TikTok. What happens next? TikTok and ByteDance are expected to appeal the case to the Supreme Court, but it’s unclear whether the court will take up the case. TikTok indicated in a statement on Friday the two companies are preparing to take their case to high court, saying the Supreme Court has “an established historical record of protecting Americans’ right to free speech.” “We expect they will do just that on this important constitutional issue,” a company spokesperson said. Alan Morrison, a professor at The George Washington University Law School, said he expects the Supreme Court to take up the case because of the novelty of the issues raised in the lawsuit. If that happens, attorneys for the two companies still have to convince the court to grant them an emergency stay that will prevent the government from enforcing the Jan. 19 divestiture deadline stipulated in the law, Morrison said. Such a move could drag out the process until the Justices make a ruling. Tiffany Cianci, a TikTok content creator who has supported the platform, said she was not shocked about the outcome of the court’s ruling on Friday because lower courts typically defer to the executive branch on these types of cases. She believes the company will have a stronger case at the Supreme Court. “I believe that the next stages are more likely to produce a victory for TikTokers and for TikTok as a whole,” Cianci said. What about Trump? Another wild card is President-elect Donald Trump, who tried to ban TikTok during his first term but said during the recent presidential campaign that he is now against such action . The Trump transition team has not offered details on how Trump plans to carry out his pledge to “save TikTok.” But spokeswoman Karoline Leavitt said in a statement last month that he plans to “deliver” on his campaign promises. After Trump takes office on Jan. 20th, it would fall on his Justice Department to enforce the law and punish any potential violators. Penalties would apply to any app stores that would violate a prohibition on TikTok and to internet hosting services which would be barred from supporting it. Some have speculated that Trump could ask his Justice Department to abstain from enforcing the law. But tech companies like Apple and Google, which offer TikTok’s app on their app stores, would then have to trust that the administration would not come after them for any violations. Craig Singleton, senior director of the China program at the Foundation for Defense of Democracies, said enforcement discretion — or executive orders — can not override existing law, leaving Trump with “limited room for unilateral action.” There are other things Trump could potentially do. It’s possible he could invoke provisions of the law that allow the president to determine whether a sale or a similar transaction frees TikTok from “foreign adversary” control. Another option is to urge Congress to repeal the law. But that too would require support from congressional Republicans who have overwhelmingly supported the prospect of getting TikTok out of the hands of a Chinese company. In a statement issued Friday, Republican Rep. John Moolenaar of Michigan, chairman of the House Select Committee on China, said he was “optimistic that President Trump will facilitate an American takeover of TikTok” and allow its continued use in the United States. Is anyone trying to buy TikTok? ByteDance has said it won’t sell TikTok . And even if it wanted to, a sale of the proprietary algorithm that powers TikTok is likely to get blocked under Chinese export controls that the country issued in 2020. That means if TikTok is sold without the algorithm, its likely that the buyer would only purchase a shell of the platform that doesn’t contain the technology that made the app a cultural powerhouse. Still, some investors, including Trump’s former Treasury Secretary Steven Mnuchin and billionaire Frank McCourt, have expressed interest in buying it. This week, a spokesperson for McCourt’s Project Liberty initiative, which aims to protect online privacy, said participants in their bid have made informal commitments of more than $20 billion in capital. Most ASX bank stocks have had an incredible year of share price growth, as the following chart shows. After so much share price growth in 2024, are any of the ASX bank stocks still a buy? Total cost of ownership for a used 2021 Tesla Model Y over 10 years compared with Toyota RAV4 and BMW shows Tesla’s outstanding value! I’ve written before on total cost of ownership ( most recently about 2 years ago ), but this article will be more personal. This won’t work for everyone, but this is just my personal plan. Even though I think Tesla will solve Full Self Driving (FSD) in the next 10 years, and that changes things dramatically, for the sake of this article, I will assume they don’t solve it. This will cover insurance, maintenance, repairs, taxes, financing, depreciation, & fuel. I will also assume no inflation or incentive changes for the next 10 years. Not realistic, but it’s too hard to predict these things. I’m going to assume we start with a 2021 Tesla Model Y Long Range with 40,000 miles and plan to put on 10,000 miles a year for 10 years. Insurance varies widely based on your state, mileage, and coverage desired. I do have some experience with Tesla Insurance, and it is priced aggressively in Colorado. It is especially a good deal if you are a young driver who is willing to drive carefully to save money. I’m just going to assume $1,200 a year for this article. Tesla vehicles are a little more expensive to insure than a typical Toyota or Honda due to the number of sensors they have and some other factors I discussed in this article about a minor accident I was in and the different estimates I received to fix the car . I’ve owned electric cars for 12 years, and there really is very little scheduled maintenance on a Tesla. Here is Tesla’s official page for maintenance on the Model Y. Basically, it is wiper blades, washer fluid, and cabin air filters every other year. $200 every other year should cover that, even having someone else replacing the cabin air filter (which I have done twice, but it is a little tricky and needs a couple special tools). Plus, rotating tires every 6,250 miles is about $50 a year. I monitor the brake fluid to ensure there is no water in it, either using strips I purchased on Amazon or using an electronic tester . I’ll assume I have to replace the brake fluid every 4 years at $200. Now, they do recommend replacing the A/C desiccant bag every 4 years. Searching around for a pricing estimate, it looks like that is about $350 from Tesla. I don’t live where they salt the roads, but if I did, that would be an extra $100 a year for the Tesla (or any other car I assume). I don’t have the HEPA filter, but if I did, that would be more money to replace every 3 years. For unscheduled maintenance, there’s the 12V battery replacement, wheel alignments, and the big one is tire replacement. A 12V battery should be about $200 every 4 years, an alignment every 4 years is about $100, and I plan to get 4 tires from SimpleTire.com for about $800. Radar Dimax tires have excellent ratings and reviews and cost less than half the money of tired from popular brands like Bridgestone and Michelin. I’m planning on buying a 10-year, 100,000-mile zero deductible plan from Xcelerate Auto . They have been an advertiser on CleanTechnica , but I’m not getting any special deal at $4,819. If I sell the car, I have the choice of transferring the contract to the new buyer (likely if it is a private sale) or getting a prorated refund for the amount paid (less any claims paid). I’ll also add $200 a year for items not covered by the warranty. Since I already own the car, the taxes will be incredibly low ($46 a year) instead of the thousands in sales tax I would owe if I was purchasing the car, but I’ll pretend I’m buying the car because that makes it a better article for others to use. The price to buy the car is $29,602 according to Edmunds.com. If my income was lower, I’d make sure I could find one under $25,000 so I could get the $4,000 used EV tax credit. Edmunds shows $2,178 for fees in the first year and $46 for every year after that. That sounds about right, so I’m going with that. Edmunds.com has a 5-year financing cost of $5,763, and that looks reasonable for a 5-year loan. But since I’m proposing to buy a 10-year extended warranty, I need to do my own figures. I used bankrate.com to figure the costs of a 5-year, 7% loan. I found it cost $6,583 for a 5-year loan and them I put zero for the other 5 years. I’m going to use Edmunds figures for the first 5 years, but then use $1,000 a year after that, since I don’t think a Tesla Model Y in perfect working condition (no reason to leave any issues unresolved with a zero deductible warranty) will go any lower than $7,570, even with 140,000 miles and being 12 years old. Having owned several cars that were 1o to 20 years old, that is one of the advantages — they depreciate very little once they get to a price of about $5,000 if they are in great condition. I would expect an electric vehicle with very low running costs to bottom out a little higher than $5,000, but we will see. Since I’m getting solar this month (that will be another article) and don’t take a lot of long trips, I’m going to figure 9,000 miles/3 is 3000 kWh at 5 cents a kWh is $150 plus 1,000 miles from Superchargers would be 333 kWh at 45 cents a kWh or ~$150. So, a total of $300 a year for fuel. The total estimated cost of ownership for 10 years/100,000 miles is only $59,276, or about 60 cents a mile! The Tesla’s second 5 years came out to only 38% of the cost of the first 5 years! The prepaid warranty distorts that a bit. If I distribute the cost of the warranty across the years (reducing the first 5-year costs and inflating the second 5-year cost), the second 5 years comes out to 46% of the first 5 years. This isn’t an apples to apples comparison, since buying a RAV4 for 5 years and then buying another for 5 years incurs some extra costs. Edmunds is also figuring 15,000 miles a year instead of 10,000 miles a year. Having said that, here are the screenshots: First, you would buy a 2021 RAV4 and have a TCO of $47,690 for 5 years. Let’s also reduce the fuel costs by $6,400 since this is for 150,000 miles instead of 100,000 for the Tesla. Let’s take off $1,500 for sales tax too. So, $89,617 less $4,618 and $6,400 and $1,500 is $77,099. The second 5 years came out to about 61% of the first 5 years. If I wanted to do the opposite and increase the miles on the Tesla to 150,000, I’d have to estimate the repair costs. Xcelerate doesn’t offer that long of a warranty on Tesla vehicles at this time. So, the Toyota RAV4 costs 30% more to own even though it takes almost twice the time to go from 0 to 60 mph and isn’t close to the performance, technology, or luxury of a Tesla. Let’s look at a BMW to see how much that would cost to own. Let’s estimate that the second 5 years is the same 61% of the first 5 years as Toyota’s was, or $58,512. So, the total for 10 years would be $154,434, or nearly 3 times to cost of the Tesla with comparable room and performance and with technology far more advanced. I’ve always tried to keep my cars as long as possible. I’ve had to sell cars in the past because of accidents or expensive repairs. It appears that electric vehicles might last longer than gas and diesel vehicles. I’m nervous about owning one out of warranty since, although I have found my Nissan Leaf and Tesla Model 3 and Y to be very reliable, I have also heard of expensive repairs. That is why the Xcare warranty at about $500 a year makes me much more comfortable owning my Tesla for many more years. You can see from my figures that the used 2021 Tesla Model Y is an outstanding value, and with the availability of a quality extended warranty created by ex-Tesla employees that is designed to work with Tesla Service, it is a safe choice for people to buy. I’ve spoken with the sales advisors and they really understand how Tesla Service works, what items are paid for by the warranty, and what items would be paid for my your auto insurance (if the repair is caused by an accident or vandalism). The ability to own a high-performance luxury crossover for substantially less money than a regular gas Toyota means that Tesla should be able to take a lot of market share from the legacy gas vehicles as more people realize the outstanding value electric vehicles provide. Meanwhile, reserve QBs Jake Haener and Spencer Rattler split first-team snaps during Wednesday's practice, which Carr missed, Rizzi said. “We're not going to name a starter right now,” said Rizzi, who also made a point of noting that Carr would not be placed on the club's injured reserve list and would not need surgery. “We're going to see how that progression plays out, first with Derek and then obviously with Jake and Spencer.” Carr, whose latest injury occurred when he tried to dive for a first down during Sunday's 14-11 victory over the New York Giants , has already missed three starts this season because of a separate, oblique injury. Dakhliyah hosted a grand equestrian festival in Bahla on Friday to celebrate the 54th National Day and to pay tribute to His Majesty Sultan Haitham bin Tarik. (You can now subscribe to our Economic Times WhatsApp channel )LINCOLN — For Lincoln mother Sierra Shouse, there was no other option but to send her oldest son, Sammy, to Christ Lincoln Schools for kindergarten, even if it was a financial burden. Shouse went to school there herself, and Sammy was enrolled in the school’s day care program at age 4, helping him build friendships and familiarity with the school staff. “It’s the only school he’s ever known,” Shouse said. Shouse was aided in paying for the private school through an opportunity scholarship provided by Legislative Bill 1402, which passed the Legislature earlier this year, appropriating $10 million per year for scholarships to private schools. Shouse said she intends to keep Sammy enrolled at Christ Lincoln no matter what, but after LB 1402’s program was repealed through a voter referendum, the future of her two younger children is still up in the air. There are plenty of unanswered questions left in the wake of the referendum’s success, which passed comfortably in Nebraska’s general election by just over 14 percentage points. Supporters of LB 1402 in the Nebraska Legislature are working out the best way to approach “school choice” policies, while families who benefited from the scholarships are left in a state of limbo, unsure if they will continue seeing the same support. Meanwhile, a Nebraska Supreme Court ruling from September could impact future moves to provide public money for private school students. For the last eight years, State Sen. Lou Ann Linehan of the Omaha area has championed “school choice” legislation. Most of her proposals came up short, until LB 753 passed in 2023, allocating $25 million annually in tax credits for private donations to the private school scholarship funds. That bill also faced a repeal through a voter referendum, led by Support Our Schools Nebraska. Opponents to LB 753 and LB 1402 argued the bills would deplete state funding available for public schools, which could lead to budget cuts and property tax increases. The first Support Our Schools referendum qualified for the ballot, but to get around the referendum, Linehan introduced LB 1402 in 2024, which repealed LB 753 upon its passage. Linehan acknowledged LB 1402 was an “ end run “ bill intended to circumvent the referendum. In response, Support Our Schools launched a new ballot initiative campaign to partially repeal LB 1402, getting rid of the underlying program, but retaining the LB 753 repeal. Once again, supporters gathered enough signatures in their petition drive to qualify for the ballot. The second referendum faced attempts to remove it from the ballot, several of which came directly from Linehan. It also survived a challenge in the Nebraska Supreme Court in September, and Support Our Schools leader Tim Royers said he expected more opposition in the months leading up to November. Linehan, who did host one press conference days before the election to combat a Support Our Schools ad, said the reason she didn’t try harder to oppose the referendum was simply because she felt it didn’t make sense to sink a ton of funds to protect a program that only appropriated $10 million each year. “We’re not going to spend $10 million to save $10 million,” Linehan said. Royers noted, however, that in 2023 Keep Kids First, a group with which Linehan was affiliated, raised over $1.4 million to oppose the first Support Our Schools referendum. Support Our Schools raised about $1.7 million that year, and raised an additional $4.6 million so far this year. The landscape for “school choice” policy is sure to look different in the 2025 session, if only because Linehan is term-limited and will not be returning. Royers said he can’t imagine another lawmaker emerging with the same level of commitment that Linehan brought. But Linehan says she’s not worried. She said there’s “more than a handful” of current senators willing to take up the mantle, and she was also optimistic about several incoming lawmakers who will be starting their first terms next year. She mentioned Omaha Sens. Brad von Gillern and Christy Armendariz, both of whom told The World-Herald they were interested in school choice policy, though neither confirmed that they were planning any bills for next session. Possibly the biggest hurdle for “school choice” advocates next year comes from the Nebraska Supreme Court ruling that allowed this year’s referendum to stay on the ballot. Plaintiffs argued the measure didn’t qualify for the ballot because it violated a provision of the Nebraska Constitution that prohibits voter referendums from impacting direct appropriations. But the high court ruled that since the ballot initiative only sought to repeal a section of LB 1402 that didn’t include an appropriation, it could be subject to a referendum. The ruling noted that LB 1402 had a separate appropriation bill that accompanied it. Linehan said the ruling threatened any and all legislation that came with appropriations, and it could lead to the “death of the A bill,” using the legislative shorthand for an appropriations bill. Neither von Gillern nor Armendariz gave specifics on how lawmakers could approach school choice legislation that would be shielded from a referendum in the wake of the ruling. Linehan argued that appropriation bills aren’t even necessary for legislation that allocates funds, describing them as more of a “counting mechanism” than anything else. But Fiscal Analyst Scott Danigole said appropriation bills are necessary for most measures that appropriate state funds, with the only exception he could think of being a bill that shifted funding that had already been appropriated. While it is theoretically possible for lawmakers to do away with appropriation bills, it would require them to get creative, and would likely bring a lot of ripple effects. Although Royers said he would be shocked if no “school choice” policies are introduced in 2025, he believes the overall appetite to debate the issue has lessened in the aftermath of the referendum. Like Linehan, Royers also found encouragement in the the outcome of several legislative races. He said the Legislature will become more “public school friendly” than it was in 2024. “I think everybody is trying to take a break from the ‘school choice’ fight,” Royers said. Royers said the primary concern for lawmakers should be addressing the educator shortage in Nebraska, which leads to issues like larger class sizes that can affect academic performance. Royers said special education teacher vacancies were 10 times higher last school year than they were in 2013, citing data from the State Department of Education, and Nebraska’s colleges aren’t producing enough new teachers to fill the gap. Meanwhile, the people directly involved in LB 1402’s program are also trying to figure out their next steps. Jeremy Ekeler, executive director of Opportunity Scholarships of Nebraska, said the organization is currently tying up loose ends and trying to see if it can continue operating as an organization that operates based on private donations. OSN worked with Odyssey, a national technology vendor that works with five other states to implement similar programs. OSN provided Odyssey with local information, while Odyssey ran the technology that processed the applications and distributed the scholarships directly to eligible schools based on LB 1402’s guidelines. According to Ekeler, between LB 753 and LB 1402, roughly 5,500 scholarships were issued, averaging about $2,300 per student. For LB 1402’s program, about $9.2 million overall was distributed in scholarships. Those scholarships are still good through the end of this academic year, but they will not continue into the 2025-26 school year. That will make the budget tighter for Omaha Street School, where Principal Anthony Williams said 12 of the school’s 35 students received scholarships this year through LB 1402. The average cost to educate each student is roughly $23,000 per year, Williams said. All of their families use some form of financial aid, and Williams said the school tailors its tuition to the financial needs of each family, ranging from $30 to $550 per month. Without outside support, he said the school has to eat the remaining costs. “Sometimes, we got to pinch pennies,” Williams said. Williams said LB 1402’s program expiring will not mean any of the current students will not be able to continue learning at the school. In fact, he said the school may be able to stretch the scholarship funds through the following school year. For Shouse, she intends to keep Sammy enrolled at Christ Lincoln, but she is not sure about her younger two children, which she said is a “heartbreaking” dilemma. Her younger children, 3 and 1, respectively, are already enrolled in Christ Lincoln’s day care and preschool programs. Shouse is a single mother, and provides the sole income for her family. During Sammy’s first year of kindergarten, he did not have a scholarship, which Shouse said placed a heavy financial burden on her. That took the form of multiple small sacrifices, from having breakfast for dinner because it was cheaper, to telling Sammy he couldn’t attend a friend’s birthday party because she couldn’t afford to buy a present. “There was a lot of tears,” Shouse said. “There’s always been a lot of tears.” There are several reasons why Shouse hasn’t considered public school an option for any of her children. Primarily, she said Christ Lincoln best aligns with her family values. She’s also concerned that the larger class sizes would mean her children wouldn’t get the individualized care they need. Two of her children, including Sammy, have IEPs. When it was first recommended to Shouse that Sammy repeat kindergarten based on his speech therapy needs and emerging academic concerns, she said she sought out summer school options for him through the Lincoln Public Schools but was denied because his needs weren’t severe enough. She said LPS officials told her there was no reason to delay his advancement to first grade, which she said exemplified that they were not properly attuned to her son’s needs. “It’s not a school board’s decision what’s best for my child,” Shouse said. Quam affirmed to Judge John Irby that he understood the charges he is facing. According to prosecutors, some of the images found on Quam's phone showed children between the ages of 2 and 14, with some showing adults sexually abusing the children. Prosecutors accused Quam of looking at the abusive files over the past three years. Quam started his law enforcement career with the Oakes Police Department in 2018 before moving to the Walsh County Sheriff's Office. He joined Cass County as a road deputy in 2022. He resigned in September when the North Dakota Bureau of Criminal Investigation began its investigation of him. "He has been fully cooperative in this investigation including giving all the passwords necessary," said Quam's attorney, Mark Friese. Carmell Mattison, the special prosecutor from Grand Forks County, asked the judge set bond at $20,000 with a number of restrictions, including no access to the internet and social media, and no contact with people under 18. Friese argued it "does not make sense" to put Quam in the Cass County Jail, where he worked. Friese said Quam is seeing a psychologist and argued the bond should only be $5,000. Quam's lawyer felt the restrictions were too strict, specifically the limitation on internet access and contact with people under 18. "A broad restriction of him contacting anybody under 18 would preclude him from going to the checkout counter and paying for a candy bar if the clerk is 17," Friese said. The judge sided with Quam's lawyer, loosening some of the restrictions and setting bond at $5,000, meaning Quam only had to post $500 to be released, which he did following the hearing. If convicted, Quam faces up to five years in prison. It's still unclear which judge will oversee this case. Judges Irby and Cherie Clark sat in Tuesday for the purpose of setting bail. Irby said every judge in the Fargo district will recuse themselves from the case to avoid any potential conflicts, since the case involves a former Cass County sheriff's deputy.

Although he tried to gain more skills, he doesn’t have a lot of time and money to do so and now feels trapped in a cycle where he wants to grow but can’t while he sees everyone else around achieving everything they dream of. The biggest piece of advice commenters gave him was not to let what he saw on social media dictate his happiness. As one Reddit user wrote, “Repeat after me. Social media is smoke and mirrors.” One commenter admitted that they’ve posted about dining out but, in real life, have to stick to a very strict budget the rest of the time, which no one else sees. Another wrote that when they had to take care of their elderly mother last year after she fell ill, the cleaner in their building reminded them of how lucky they are to still have their mum. “So, sometimes we think our life sucks, but someone else thinks otherwise. Renuka Rayasam | (TNS) KFF Health News In April, just 12 weeks into her pregnancy, Kathleen Clark was standing at the receptionist window of her OB-GYN’s office when she was asked to pay $960, the total the office estimated she would owe after she delivered. Clark, 39, was shocked that she was asked to pay that amount during this second prenatal visit. Normally, patients receive the bill after insurance has paid its part, and for pregnant women that’s usually only when the pregnancy ends. It would be months before the office filed the claim with her health insurer. Clark said she felt stuck. The Cleveland, Tennessee, obstetrics practice was affiliated with a birthing center where she wanted to deliver. Plus, she and her husband had been wanting to have a baby for a long time. And Clark was emotional, because just weeks earlier her mother had died. “You’re standing there at the window, and there’s people all around, and you’re trying to be really nice,” recalled Clark, through tears. “So, I paid it.” On online baby message boards and other social media forums , pregnant women say they are being asked by their providers to pay out-of-pocket fees earlier than expected. The practice is legal, but patient advocacy groups call it unethical. Medical providers argue that asking for payment up front ensures they get compensated for their services. How frequently this happens is hard to track because it is considered a private transaction between the provider and the patient. Therefore, the payments are not recorded in insurance claims data and are not studied by researchers. Patients, medical billing experts, and patient advocates say the billing practice causes unexpected anxiety at a time of already heightened stress and financial pressure. Estimates can sometimes be higher than what a patient might ultimately owe and force people to fight for refunds if they miscarry or the amount paid was higher than the final bill. Up-front payments also create hurdles for women who may want to switch providers if they are unhappy with their care. In some cases, they may cause women to forgo prenatal care altogether, especially in places where few other maternity care options exist. It’s “holding their treatment hostage,” said Caitlin Donovan, a senior director at the Patient Advocate Foundation . Medical billing and women’s health experts believe OB-GYN offices adopted the practice to manage the high cost of maternity care and the way it is billed for in the U.S. When a pregnancy ends, OB-GYNs typically file a single insurance claim for routine prenatal care, labor, delivery, and, often, postpartum care. That practice of bundling all maternity care into one billing code began three decades ago, said Lisa Satterfield, senior director of health and payment policy at the American College of Obstetricians and Gynecologists . But such bundled billing has become outdated, she said. Previously, pregnant patients had been subject to copayments for each prenatal visit, which might lead them to skip crucial appointments to save money. But the Affordable Care Act now requires all commercial insurers to fully cover certain prenatal services. Plus, it’s become more common for pregnant women to switch providers, or have different providers handle prenatal care, labor, and delivery — especially in rural areas where patient transfers are common. Some providers say prepayments allow them to spread out one-time payments over the course of the pregnancy to ensure that they are compensated for the care they do provide, even if they don’t ultimately deliver the baby. “You have people who, unfortunately, are not getting paid for the work that they do,” said Pamela Boatner, who works as a midwife in a Georgia hospital. While she believes women should receive pregnancy care regardless of their ability to pay, she also understands that some providers want to make sure their bill isn’t ignored after the baby is delivered. New parents might be overloaded with hospital bills and the costs of caring for a new child, and they may lack income if a parent isn’t working, Boatner said. In the U.S., having a baby can be expensive. People who obtain health insurance through large employers pay an average of nearly $3,000 out-of-pocket for pregnancy, childbirth, and postpartum care, according to the Peterson-KFF Health System Tracker . In addition, many people are opting for high-deductible health insurance plans, leaving them to shoulder a larger share of the costs. Of the 100 million U.S. people with health care debt, 12% attribute at least some of it to maternity care, according to a 2022 KFF poll . Families need time to save money for the high costs of pregnancy, childbirth, and child care, especially if they lack paid maternity leave, said Joy Burkhard , CEO of the Policy Center for Maternal Mental Health, a Los Angeles-based policy think tank. Asking them to prepay “is another gut punch,” she said. “What if you don’t have the money? Do you put it on credit cards and hope your credit card goes through?” Calculating the final costs of childbirth depends on multiple factors, such as the timing of the pregnancy , plan benefits, and health complications, said Erin Duffy , a health policy researcher at the University of Southern California’s Schaeffer Center for Health Policy and Economics. The final bill for the patient is unclear until a health plan decides how much of the claim it will cover, she said. But sometimes the option to wait for the insurer is taken away. During Jamie Daw’s first pregnancy in 2020, her OB-GYN accepted her refusal to pay in advance because Daw wanted to see the final bill. But in 2023, during her second pregnancy, a private midwifery practice in New York told her that since she had a high-deductible plan, it was mandatory to pay $2,000 spread out with monthly payments. Daw, a health policy researcher at Columbia University, delivered in September 2023 and got a refund check that November for $640 to cover the difference between the estimate and the final bill. “I study health insurance,” she said. “But, as most of us know, it’s so complicated when you’re really living it.” While the Affordable Care Act requires insurers to cover some prenatal services, it doesn’t prohibit providers from sending their final bill to patients early. It would be a challenge politically and practically for state and federal governments to attempt to regulate the timing of the payment request, said Sabrina Corlette , a co-director of the Center on Health Insurance Reforms at Georgetown University. Medical lobbying groups are powerful and contracts between insurers and medical providers are proprietary. Because of the legal gray area, Lacy Marshall , an insurance broker at Rapha Health and Life in Texas, advises clients to ask their insurer if they can refuse to prepay their deductible. Some insurance plans prohibit providers in their network from requiring payment up front. If the insurer says they can refuse to pay up front, Marshall said, she tells clients to get established with a practice before declining to pay, so that the provider can’t refuse treatment. Then she called her OB-GYN’s office and asked for a refund. “I got my spine back,” said Clark, who had previously worked at a health insurer and a medical office. She got an initial check for about half the $960 she originally paid. In August, Clark was sent to the hospital after her blood pressure spiked. A high-risk pregnancy specialist — not her original OB-GYN practice — delivered her son, Peter, prematurely via emergency cesarean section at 30 weeks. It was only after she resolved most of the bills from the delivery that she received the rest of her refund from the other OB-GYN practice. This final check came in October, just days after Clark brought Peter home from the hospital, and after multiple calls to the office. MIAMI GARDENS — Miami Dolphins second-year running back De’Von Achane continues to be one of the NFL’s most electric, exciting players to watch. And better yet, he is seen with the ball in his hands more and more as he handles his increased workload in Year 2 without issue. Achane has stormed past last year’s total touches, 168 in 10 games this year after having 130 in 11 games in 2023. He surpassed his rookie-year carry total two games ago — now at 122 after having 103 attempts last season. And after catching 27 passes last year, his 46 thus far as a second-year pro have him within reach of doubling that mark by Sunday’s game against the New England Patriots . The best part about it all, as Achane has been productive at 4.3 yards per carry along with being more active catching passes, is he hasn’t brushed up with any injury concerns. This after the 5-foot-9, 188-pound speedster had a pair of knee issues in 2023, one which placed him on injured reserve to miss four games. “I feel good,” Achane said this week. “I’m just glad I’m 100 percent healthy. I didn’t have any injuries like I did last season, so I’m just trying to keep that up, just make sure my body is maintained for the rest of the season.” The concussion that took him out early in the first meeting with the Patriots, Oct. 6 in Foxborough, Massachusetts, didn’t even cost him the next game as he recovered over the bye week. He did return to action with a Guardian cap over his helmet, but Sunday’s game against the Las Vegas Raiders was the first one he played without it. In that 34-19 win against the Raiders , he had 17 carries for 73 yards and a touchdown, adding four catches for 32 yards. He had 21 touches, while rookie Jaylen Wright had six and veteran Raheem Mostert had three. Related Articles Coach Mike McDaniel went into the game expecting to distribute opportunities more among his three running backs, but Achane’s productivity again couldn’t be kept off the field. “De’Von’s play merited some extra snaps that we were kind of anticipating being a little more level,” he said. “He was really playing well, so in those situations we kind of lean on the hot hand, so to speak, and I think he’s really made it difficult in in-game situations, the last two in particular, to take him off the field. But we try to leave that room for guys to decide for us during the game on how much play time they’ll get and respond appropriately.” Achane hasn’t broken off as many long runs that led to his absurd modern-era record of 7.8 yards per attempt as a rookie, but McDaniel noted how Achane has been more consistent in the run game, turning plays that could go for loss of yards into significant gains. Catching passes was an emphasis for Achane this offseason, and he has a reception on all but five of his targets this season as he has become a go-to for quarterback Tua Tagovailoa while defenses focus in so much on wide receivers Tyreek Hill and Jaylen Waddle. So, excited for everything he’s done.” Then, there’s the other side of Achane’s uptick in work. The other half of last year’s backfield duo, Mostert, isn’t seeing nearly as much action. “He’s doing a good job,” Mostert said of Achane. “He’s hot right now, and it’s good to see. He’s very impressive. “I’ve dealt with a lot, but I’m here to play a role. And that’s just to get myself better, get everybody else around me better. If my opportunity knocks, I just got to answer the door.” Mostert recently had a sit-down with McDaniel, with whom he goes back to time together in San Francisco, before either of them arrived in Miami. “We just try to see eye to eye. That’s the best thing we can do,” Mostert said. “We had a good conversation, and we see eye to eye now. Moving forward, I told him, he can always come to me, and I’m going to come to (him), as well. We have a lot in common, and a lot of things that we discussed. It was beneficial.”
Joseph-Aukuso Suaalii could be available to play against Ireland on Saturday after the Wallabies’ medical staff ruled out any structural damage to his wrist after the Test rookie appeared to injure it in Sunday’s 14-point defeat against Scotland. Suaalii hurt his right wrist after tackling Scotland captain Sione Tuipulotu with only 30 minutes gone in the game. The centre immediately left the field after losing function in his arm and experiencing severe pain but is recovering well enough to take part in training this week in Dublin ahead of the Wallabies’ final Test of the year. The early loss of Suaalii made life even more difficult for the Wallabies, with three tries conceded in his absence. With shares up by 223% year to date, Rigetti Computing ( RGTI 37.74% ) is soaring as Wall Street becomes more interested in quantum computing. While this industry is less flashy than other hype cycles like generative artificial intelligence (AI), it could be just as impactful over the long term. Let's dig deeper to decide if Rigetti is a potential millionaire maker. What is a quantum computer? Quantum computers are computers that use quantum mechanics to solve problems much faster than their traditional alternatives. While the industry is still largely in the research and development stage, analysts at McKinsey estimate that it could add $1.3 trillion in value to the economy by 2035. Most of the growth is expected to come from applications like pharmaceutical development and materials science. The analysts also believe quantum computers could play a role in training AI algorithms and neural networks, which makes this industry an exciting way to get indirect exposure to the red-hot opportunities like large language models (LLMs) or self-driving cars. In the best-case scenario, Rigetti Computing could be the Nvidia of quantum computing because of its picks-and-shovels business model. Like the legendary chipmaker, Rigetti serves the infrastructure side of this opportunity, building quantum computers and their key hardware components like processors. The company has also developed its Quantum Cloud Services (QCS) platform designed to give clients access to its quantum processors remotely through the cloud. Rigetti has designed QCS to integrate with traditional computer hardware, making it easier for customers to access the technology. Naturally, this could represent huge cost savings for a client compared to building its own quantum computing capabilities in-house. By going public through a reverse merger with a special -purpose acquisition company (SPAC), Rigetti was able to list at a particularly early stage in its operations. Third-quarter revenue fell 23% year over year to $2.4 million. And while the company generated a gross profit of $1.2 million, it posted an operating loss of $17.3 million after accounting for important outflows like research, development, and office salaries. It gets worse. Rigetti has spent a whopping $9.7 million on stock-based compensation this year. While this technique can save cash and motivate employees, it dilutes shareholders by increasing the number of shares outstanding and lowering their claims on future earnings or cash flow. The good news is that the company's cash position remains strong, with around $93 million in cash and liquid investments. Rigetti should be able to maintain its current cash burn for a few more quarters without relying on outside sources of capital. What do the next few years have in store for Rigetti? Rigetti's management seems optimistic for the future. The company continues to improve upon its technology and try to solve the problems associated with quantum computing, such as its fragility to external factors like noise. The company is developing new chip fabrication techniques and plans to introduce new architecture designs next year. All this being said, technology doesn't necessarily pay the bills. Not only are Rigetti's sales not growing, it currently posts more than 7 times more in quarterly losses than it generates in revenue. It is unclear how management can turn around such a financial situation. Like with many SPAC mergers, Rigetti doesn't seem ready for public markets and probably would have made more sense as a privately funded start-up or an experimental division of a larger company that had money to burn. Investors who want to make millions in the stock market should look elsewhere because the risks of buying Rigetti seem to dramatically outweigh the potential rewards . She continued a busy speaking, traveling and writing schedule, and returned to campus to present the annual Giovanni-Steger Poetry Prize Award to undergraduate students in April. “We can never let words be silenced,” said Giovanni during the ceremony at the Moss Arts Center. “We can never let words be taken away from us. We can never let people, because they don't like what we're saying, shut us up. Words are the most important things that human beings have. And no matter what the situation, we must always remember to use them.” Nikki Giovanni was awarded the University Distinguished Achievement Award during a ceremony on Friday, May 12, 2023. She is known around the world for her poetry, essays and other written works that delve into social issues, such as race and gender, and call for action. She has received more than 30 honorary degrees, published at least 11 illustrated children’s books and even won an Emmy for the documentary “Going to Mars: The Nikki Giovanni Project." Her latest book of poetry is set for posthumous publication in the fall of next year. Giovanni used her words to mark some of the university’s historic and untimely events, including writing poems inspired by and honoring those lost in the April 16, 2007, shooting that killed 32. “Nikki Giovanni was a treasure who lived out Ut Prosim [Latin for "That I may serve," the Virginia Tech motto] in countless ways, using her literary gifts to motivate change, encourage critical thought, inspire us to dream, and provide comfort in times of sadness and grief,” Virginia Tech President Tim Sands said in a statement. “Her spirit endures through her words and the students she inspired to express themselves through writing and poetry. A bipartisan Senate Intelligence Committee report released on Friday criticized the CIA's response to so-called Havana syndrome health problems among its workforce, saying many individuals "faced obstacles to timely and sufficient care." The report cast no new light on the causes of the headaches, nausea, memory lapses, dizziness and other ailments that were first reported by U.S. embassy officials in the Cuban capital Havana in 2016. A globe-spanning U.S. intelligence investigation concluded in March 2023 that it was very unlikely a foreign adversary was responsible for the ailments that afflicted some 1,500 U.S. diplomats, spies, other personnel and their families. It found the symptoms, reports of which peaked in 2021 and have since dramatically tapered off, likely resulted from pre-existing conditions, conventional illnesses and environmental and social factors. Commenting on the Senate findings, a CIA spokesperson said the agency had to respond to the "vexing" health problems as it grappled with the pandemic, and worked with other agencies to determine if a foreign power was attacking U.S. personnel and their families. "Whether, in hindsight, we could have done better is for others to evaluate, but our commitment to ensuring our officers and their families had access to the care they needed has never wavered," the spokesperson said in a statement. The committee's report, the product of a year-long staff investigation, was largely based on hundreds of hours of testimony from CIA officials, other U.S. officials, medical personnel and those reporting symptoms, a panel statement said. The report's declassified summary said the unknown nature of anomalous health incidents (AHIs) complicated the CIA's response, which the agency first based on an assessment that an attack causing traumatic brain injuries was responsible. That assessment, the report said, changed with intelligence analyses leading to the 2023 intelligence community finding, and was one of several factors affecting how the agency provided medical care and other benefits to those reporting symptoms. The absence of a clear definition of AHIs, uncertainty about their origins and the CIA's "evolving organizational structure" for dealing with the issue have "greatly complicated CIA's ability to consistently and transparently facilitate medical care," the report said. Those factors also complicated the agency's provision of compensation and other benefits to those reporting symptoms as well as its ability to communicate clearly about AHIs to its personnel, the report continued. The agency provided medical care in nearly "100 CIA-affiliated incidents, but many individuals faced obstacles to timely and sufficient care," it said. In another finding, it said the agency provided benefits and compensation to many personnel but access to those programs has been inconsistent and affected by the way the CIA was organized to address the issue. The CIA stopped collecting clinical data on AHIs even though some clinical studies identified unexplained clusters of symptoms, the report said, adding that Pentagon research efforts continue.

The Liberal-Democratic Party, which was part of the left-led coalition that ruled the country from 2016 to earlier in 2024, issued a press statement Saturday strongly condemning "the irresponsible spread of dangerous content on social media, such as the latest TikTok 'challenge' known as 'Superman,' which has injured six children across (the country) in the past 24 hours." "The lack of adequate control over the content of social media allows such 'games' to reach the most vulnerable users," the party statement said. It demanded the "immediate introduction of measures to ban content that incites violence and self-destructive behavior, increase surveillance, and sanction platforms that enable dangerous trends." North Macedonia's education minister Vesna Janevska said students should focus on education, not TikTok challenges. "The ban on mobile phones in schools will not have an effect. Phones will be available to children in their homes, neighborhoods and other environments," she said. Psychologists have warned that the desire to be "in" with the trends on social networks, combined with excessive use of mobile phones, is the main reason for the rise in risky behaviors among children. Tech billionaire Elon Musk faced accusations of censorship Friday from fellow conservatives after several prominent right-wing accounts who had criticized Musk’s views on immigration said that they subsequently lost access to premium features on Musk’s social media app, X. At least 14 conservative accounts said late Thursday or Friday that X had revoked their blue verification badge, cutting them off from a variety of premium features, including the ability to monetize their accounts through subscriptions and advertising revenue-sharing, according to a review conducted by NBC News . Some conservatives said they considered X’s actions to be a betrayal by Musk, who purchased the service then known as Twitter in 2022 in part because he said it had unfairly limited conservative speech . Musk has since called himself a free-expression advocate, even as he calls for jailing some of his critics . Musk and X did not respond to requests for comment on Friday. But on Thursday night, about an hour before some conservatives started complaining about losing access to X’s premium features, Musk posted what he called “a reminder” on X. He wrote that the site’s algorithm automatically reduces the reach of a user if they’re frequently blocked or muted by other, credible users. “If far more credible, verified subscriber accounts (not bots) mute/block your account compared to those who like your posts, your reach will decline significantly,” Musk posted . Many of the affected accounts said they were affiliated with one media brand in particular, ConservativeOG. Preston Parra, a 23-year-old influencer and head of ConservativeOG, said he considered the actions by X to be a “political takedown” in retaliation for publicly disagreeing with Musk’s pro-immigration views. He said he plans to keep fighting Musk, not only to get his premium features restored but also to ensure that Trump pursues restrictionist immigration policies. “If anyone thinks for one minute the REAL backbone of the right wing and MAGA is gonna stand idly by while these big tech gillionaire Silicon Valley dweebs who didn’t get bullied enough in high school, steal our country, they’re mistaken,” Parra said in a text message. We were involved with the usual organizational and logistical arrangements relevant to such important occasions, as well as preparations and participation at the talks. With the Non-Aligned Conference approaching, President Kaunda’s visit was particularly important in relation to the discussions of African opinion and issues. The Prime Minister had arranged an impressive state dinner in honour of the visiting President and party at President’s House in the Fort, with soft music provided by the Navy band. President Kaunda was jovial and relaxed, and very soon he and his delegation which included the Foreign Minister and other distinguished personalities, were clapping to the tune of the music. At the end of the dinner, after the speeches and toasts, President Kaunda got up and whilst thanking the Prime Minister again for a memorable evening called upon his delegation to stand and sing an African song, the name of which he suggested. Soon we were treated to a beautiful and haunting song sung by a number of deep baritone voices, with the visiting President outstanding. A very relaxed President Kaunda was trying to encourage the Prime Minister to initiate singing on our side. But one could see that she was somewhat shy. Altogether, it was a lovely evening. There were other important visits during 1975. In July, President Echeverria of Mexico arrived. This visit was again, important from the point of view of a discussion on Non-Alignment and other international and bilateral issues. This visit was followed by the arrival of the Yugoslav Prime Minister in September, again extremely important, due to the impending Non-Aligned Conference, where President Tito was expected to play an important role. In November, the Secretary General of the Commonwealth Sonny Ramphal arrived. There were discussions, followed by a public lecture he delivered at the BMICH. He was an excellent speaker. The middle of December witnessed the arrival of Prime Minister Zulfikar Ali Bhutto of Pakistan. He was polished, bright and an excellent speaker. The discussions were interesting and thorough and included the situation arising from the break up of Pakistan. In between these visits we had a number of other dignitaries visiting Sri Lanka, including Deputy Ministers from various countries and the Rt. Hon. Malcolm Macdonald of Britain. We therefore had much to do on the international front. In addition, preparations for the Non-Aligned Conference were now taking up a significant portion of our time. The break-up of the coalition On the domestic front a momentous change occurred. In September 1975, came the final break with the LSSP and that party left the government. As my previous comments would have indicated, this was not a sudden break. The interaction of personalities and issues in a negative direction was gradually leading towards this situation. There were undoubtedly differences that surfaced in many areas including constitutional matters; economic polices; nationalization issues and the pace and timing of policies that were even agreed upon. But in the end, what I saw from my vantage point at least, was a serious problem of personal relations. In this, the Minister of Plantation Industries, and Constitutional Affairs Dr. Colvin R.de Silva, was an exception. He projected an image of propriety, reasonableness and courtliness, which the Prime Minister appreciated. The Minister of Communications, Hon. Leslie Goonewardena was a silent person by nature. He didn’t speak much, but the Prime Minister thought he was hard line. The fact that the stormy Vivienne Goonewardena, M.P. was his wife did not improve matters. There was a problem of chemistry. The biggest problem, however, was Dr. N.M. Perera, the Minister of Finance. A D.Sc. from the London University, he was conscious of his intellectual standing. Unfortunately, in his dealings with the Prime Minister, he conveyed a sense of intellectual arrogance and even condescension. Whenever an argument occurred, he appeared to be talking down to the Prime Minister. The Prime Minister had no intellectual pretensions. But she was by now a seasoned politician and a charismatic leader, intelligent, quick on the uptake and much respected at home and abroad. It was a serious error to treat her as some kind of lightweight. It was a personality flaw, which led to serious repercussions. This was amply demonstrated by the following reference in a statement made by the Prime Minister on the LSSP leaving the government. “There is another matter on which I should say a few words and that is, that unity within the United Front could only be possible on the basis of the acceptance of the leadership of the Prime Minister who is also the acknowledged leader of the United Front. I regret to say that during the last five years there have been several instances of reluctance to accept this fundamental necessity, particularly on the part of the Minister of Finance, who is the leader of the LSSP, as well as on the part of the Minister of Transport, perhaps to a lesser extent. I have with me several letters and documents which support this.” In the end, it was a collapse of chemistry. This is not to say that Dr. Perera was some kind of boor. He was in many ways quite charming and a gentleman. I remember the occasion when I had invited him, in my capacity as the President of the Government Services’ Cricket Association to the distribution of shields and awards to the winners and runners up of the various Divisions under which the tournament was conducted. I did not invite him because he was Minister of Finance. I did so because of his background as a fine cricketer; a former President of the Board of Control for Cricket in Sri Lanka and as President of the Nondescripts Cricket Club (NCC) one of the leading Cricket Clubs in the country. He graciously accepted the invitation, but fairly close to the date of the ceremony came down with pneumonia. I kept in touch with Sena Gunasekera his Private Secretary, because in case he could not come I had to invite someone else. Sena always replied that Dr. Perera said that he would somehow come and not let me down. I was quite touched by this. However, I told Sena to remind him that the function was to take place in the cool of a December evening, out in the open, since group photographs had to be taken, and in view of his bout of pneumonia, I would not advice the Minister to come. But Dr. Perera was determined to come, and in fact he did come wearing his customary suit and a thick pullover. Such was the graciousness of Dr. Perera. The problem was, that at this time he appeared to be subject to considerable mood swings, from absolute charm at one end, to anger and asperity at the other. At the same time, he was quite a sport having the ability to laugh at a joke or barb directed against him. A classic instance of this was when the Cabinet was debating the issue of our de-linking from Sterling and linking the Rupee to a basket of currencies. The Cabinet Secretary told me of the most amusing episode that occurred at this meeting. Dr. N.M. Perera as the Minister of Finance had given a most erudite lecture on this complex subject to his Cabinet colleagues reciting in the process economic history, explaining the workings of the gold standard, the current economic thinking of floating currencies, exchange rates, etc. Now everybody was aware that for quite sometime Dr. Perera was being lampooned in the press as “the golden brains.” At the conclusion of his learned lecture, there had been dead silence in the Cabinet. It had been evident that it had gone over the heads of many. After the moment of silence, one Minister had stood up. He was dressed in white cloth and the flowing banian, of what we loosely term “the National dress.” The Minister was Hon. TB Tennekoon, Minister of Social Services, a Sinhala poet and excellent Sinhala speaker who did not pretend to know too much English. Mr. Tennekoon had addressed himself to the Prime Minister and said, “Madam Prime Minister, I did not understand a word of what the Finance Minister said. I think he referred several times to gold. All I know is that all the gold is abroad, but the brains are here!” This was vintage TB Tennekoon. It was a telling comment on “the golden brains.” The Cabinet had roared with laughter, the Minister of Finance being among the loudest. Such was the complex personality of Dr. Perera. It would be unfair if I were to create the impression that among other things, Dr. Perera’s personality was almost the sole or principal factor that led to the breach with the LSSP. In my view, the Prime Minister must also share at least part of this responsibility. Those were days of very stringent Exchange Controls and the government did not favour much foreign travel. There also existed at this time a cumbersome process of obtaining “Exit Permits,” in order to leave the country. In this environment the Prime Minister was very strict about her Ministers traveling abroad. In fact she was too strict, and this was causing considerable irritation. She also liked to check whether the Ministers were back on the day they had stated they would return. I remember an occasion when an indignant Prime Minister called me and asked me to check whether her Minister of Posts & Telecommunications, Mr. Kumarasuriar, was back from his visit abroad, because he had promised to return the previous day. When I checked I found that he was due the next day, that is, one and half days later than originally planned. The Prime Minister was quite upset at this. I told her that she was being too strict with her Ministers on matters like this and that these were not major infringements. Sometimes a plane could be delayed, or there could be some other matter, which could cause a small delay. She was not prepared to agree with me. I told her that this was causing considerable irritation among her Ministers. She disagreed. She thought that they should be more responsible. I enjoyed complete freedom of speech with her, and on one occasion I told her “Madam, you are acting like the Principal of a school dealing with some errant pupils.” She enjoyed that. This kind of thing unfortunately caused a degree of irritation and frustration among members of her Cabinet, more so in the case of persons such as Dr. N.M. Perera, who would have found these Prime Ministerial interventions carping, somewhat demeaning, and unnecessary in the case of someone of his stature. In the end, the break-up was accelerated as a result of personality conflicts and a rapidly eroding understanding and trust among the two main coalition parties. There was stubbornness on both sides, and once there is a diminution of trust even small matters tend to get magnified, and when there were two interpretations possible of a given matter, the more negative one tended to be given credence. With the break up of the coalition, there was a Cabinet reshuffle, and once again, we were spending hours on the allocation of the new Departments, Subjects and Functions to Ministers. We also had to work on a major statement to Parliament by the Prime Minister on the reconstitution of the government. 1976, was quite hectic. The Prime Minister had to undertake a number of foreign visits. Elections were approaching in 1977 and there were many domestic political and economic issues that engaged her time and attention. Besides, the Non-Aligned Summit was due to take place in August, and the preparations for it were quite formidable.

WASHINGTON — Parents whose kids died allegedly because of social media content are pushing lawmakers to require tech companies to alter practices to minimize such harms. Attorneys general in more than half of U.S. states support the same legislation, saying “many social media platforms target minors, resulting in a national youth mental health catastrophe.” But with few days left in the current session, House leadership hasn’t set a floor vote for a measure approved by the House Energy and Commerce Committee in September. The bill’s companion in the Senate passed on a 91-3 vote in July. “We are trying to get it done,” Rep. Gus Bilirakis, R-Fla., said in a recent hallway interview in the Capitol. “I’m working like heck to get it done.” Bilirakis is chairman of the House Energy and Commerce Subcommittee on Innovation, Data, and Commerce, whose jurisdiction includes data privacy, security and consumer protection. Bilirakis said he had spoken with the House Republican leadership, including Speaker Mike Johnson, about bringing the measure to a vote. “I haven’t given up at all,” Bilirakis said. “I think we have a shot.” A spokesman for Johnson’s office did not respond to questions about the bill. New Hampshire Attorney General John Formella is among more than 30 across the nation who have backed the bill. In a statement last month, Formella said, "“The mental health challenges, bullying, and harmful content linked to social media have reached a crisis point, and it's time for Congress to take action. The Kids Online Safety Act (KOSA) provides a crucial framework to ensure social media platforms put the safety of children first. “By strengthening safety features, giving parents more control, and addressing harmful design practices that foster addiction, we can begin to reverse the damage affecting America's youth," Formella continued. "I am proud to join my colleagues from across the country in urging Congress to pass this important and bipartisan legislation without delay.” Rep. Bob Latta, R-Ohio, one of the lawmakers seeking the chairmanship of the House Energy and Commerce Committee in the new Congress, said he had not discussed the bill with Rep. Cathy McMorris Rodgers, the committee chair who’s retiring. Latta said in a brief interview that he wasn’t aware of whether the schedule will include the bill. Social media companies’ aversion to the legislation is no secret. Tech industry trade groups — including NetChoice, a group that represents top tech platforms including Google LLC, Meta Platforms Inc. and Snap Inc. — have said that the measure is anti-constitutional because it curbs free speech. Meta, for example, favors requiring app stores to get parents’ consent if kids under 16 want to download certain social media apps. A spokesman said that would be better than the proposals being considered in Congress, even with the House version stripping out some Senate bill provisions through a substitute amendment by Bilirakis. The first provision removed would have required tech companies to exercise a “reasonable care in the creation and implementation of any design feature to prevent and mitigate” harms to minors, including mental health disorders such as anxiety and depression, eating disorders, substance use disorders and suicidal behaviors. The second provision would have required tech companies to design their products and services to mitigate “patterns of use that indicate or encourage compulsive usage by minors.” During the committee vote, several Democratic lawmakers lamented that Bilirakis’ amendment was released a day before the markup, leaving them without time to propose changes. The amendment was approved by a voice vote. Pleas from parents Among the parents pushing for passage is a state legislator touched by the issue. “I’m tired of seeing kids die daily while we have Congress playing politics,” said Brandon Guffey, a Republican state representative from South Carolina. “I’m watching money go around. I’m watching misinformation on the kids online safety bill.” Guffey, speaking at an event organized last week by the National Center on Sexual Exploitation, said his 17-year old son Gavin committed suicide in July 2022 after becoming a victim of online sexual extortion on Instagram, a platform owned by Meta. Parents and their lawyers at the event urged Congress to protect kids online. A group of 31 state attorneys general, led by Tennessee’s Jonathan Skrmetti, wrote to the House and Senate leaders on Nov. 18 pressing them to pass the measure. Other groups, such as kids safety advocate Design It For Us, have pushed House Republicans to beef up the provisions in the bill. “If Congress fails to pass KOSA this year, it will jeopardize the lives of more young people,” Zamaan Qureshi, co-chair of Design It For Us, said in a text message. “We can’t wait any longer.” The measure is about “design, not content,” said Laura Marquez-Garrett, an attorney at the Social Media Victims Law Center in Seattle. The group represents 3,600 families from all 50 states who have lost a loved one to social media harms, she said. Speaking at the same event as Guffey, Marquez-Garrett said that “there were changes made and those concerns were resolved,” including removing any penalties on platforms for hosting content. In the absence of guardrails, when kids search for inspirational quotes online, for example, social media platforms serve up “extreme videos,” she said. On any other night, NORAD is scanning the heavens for potential threats , such as last year’s Chinese spy balloon . But on Christmas Eve, volunteers in Colorado Springs are fielding questions like, “When is Santa coming to my house?” and, “Am I on the naughty or nice list?” “There are screams and giggles and laughter,” said Bob Sommers, 63, a civilian contractor and NORAD volunteer. Sommers often says on the call that everyone must be asleep before Santa arrives, prompting parents to say, “Do you hear what he said? We got to go to bed early.” NORAD’s annual tracking of Santa has endured since the Cold War , predating ugly sweater parties and Mariah Carey classics . Here’s how it began and why the phones keep ringing. It started with a child’s accidental phone call in 1955. The Colorado Springs newspaper printed a Sears advertisement that encouraged children to call Santa, listing a phone number. A boy called. But he reached the Continental Air Defense Command, now NORAD, a joint U.S. and Canadian effort to spot potential enemy attacks. Tensions were growing with the Soviet Union, along with anxieties about nuclear war. Air Force Col. Harry W. Shoup picked up an emergency-only “red phone” and was greeted by a tiny voice that began to recite a Christmas wish list. “He went on a little bit, and he takes a breath, then says, ‘Hey, you’re not Santa,’” Shoup told The Associated Press in 1999. Realizing an explanation would be lost on the youngster, Shoup summoned a deep, jolly voice and replied, “Ho, ho, ho! Yes, I am Santa Claus. Have you been a good boy?” Shoup said he learned from the boy’s mother that Sears mistakenly printed the top-secret number. He hung up, but the phone soon rang again with a young girl reciting her Christmas list. Fifty calls a day followed, he said. In the pre-digital age, the agency used a 60-by-80 foot (18-by-24 meter) plexiglass map of North America to track unidentified objects. A staff member jokingly drew Santa and his sleigh over the North Pole. The tradition was born. “Note to the kiddies,” began an AP story from Colorado Springs on Dec. 23, 1955. “Santa Claus Friday was assured safe passage into the United States by the Continental Air Defense Command.” In a likely reference to the Soviets, the article noted that Santa was guarded against possible attack from “those who do not believe in Christmas.” Some grinchy journalists have nitpicked Shoup’s story, questioning whether a misprint or a misdial prompted the boy’s call. In 2014, tech news site Gizmodo cited an International News Service story from Dec. 1, 1955, about a child’s call to Shoup. Published in the Pasadena Independent, the article said the child reversed two digits in the Sears number. “When a childish voice asked COC commander Col. Harry Shoup, if there was a Santa Claus at the North Pole, he answered much more roughly than he should — considering the season: ‘There may be a guy called Santa Claus at the North Pole, but he’s not the one I worry about coming from that direction,’” Shoup said in the brief piece. In 2015, The Atlantic magazine doubted the flood of calls to the secret line, while noting that Shoup had a flair for public relations. Phone calls aside, Shoup was indeed media savvy. In 1986, he told the Scripps Howard News Service that he recognized an opportunity when a staff member drew Santa on the glass map in 1955. A lieutenant colonel promised to have it erased. But Shoup said, “You leave it right there,” and summoned public affairs. Shoup wanted to boost morale for the troops and public alike. “Why, it made the military look good — like we’re not all a bunch of snobs who don’t care about Santa Claus,” he said. Shoup died in 2009. His children told the StoryCorps podcast in 2014 that it was a misprinted Sears ad that prompted the phone calls. “And later in life he got letters from all over the world,” said Terri Van Keuren, a daughter. “People saying ‘Thank you, Colonel, for having, you know, this sense of humor.’” NORAD’s tradition is one of the few modern additions to the centuries-old Santa story that have endured, according to Gerry Bowler, a Canadian historian who spoke to the AP in 2010. Ad campaigns or movies try to “kidnap” Santa for commercial purposes, said Bowler, who wrote “Santa Claus: A Biography.” NORAD, by contrast, takes an essential element of Santa’s story and views it through a technological lens. In a recent interview with the AP, Air Force Lt. Gen. Case Cunningham explained that NORAD radars in Alaska and Canada — known as the northern warning system — are the first to detect Santa. He leaves the North Pole and typically heads for the international dateline in the Pacific Ocean. From there he moves west, following the night. “That’s when the satellite systems we use to track and identify targets of interest every single day start to kick in,” Cunningham said. “A probably little-known fact is that Rudolph’s nose that glows red emanates a lot of heat. And so those satellites track (Santa) through that heat source.” NORAD has an app and website, www.noradsanta.org , that will track Santa on Christmas Eve from 4 a.m. to midnight, Mountain Standard Time. Gap soared 12.8 per cent after handily beating analysts’ third-quarter earnings and revenue expectations, while raising its own revenue forecast for the year. Discount retailer Ross Stores rose 2.2 per cent after raising its earnings forecast for the year. EchoStar fell 2.8 per cent after DirecTV called off its purchase of that company’s Dish Network unit. Smaller company stocks had some of the biggest gains. The Russell 2000 index rose 1.8 per cent. A majority of stocks in the S&P 500 gained ground, but those gains were kept in check by slumps for several big technology companies. Nvidia fell 3.2 per cent. The survey also showed that consumers’ inflation expectations for the year ahead fell slightly to 2.6 per cent, which is the lowest reading since December of 2020. Tech billionaire Elon Musk faced accusations of censorship Friday from fellow conservatives after several prominent right-wing accounts who had criticized Musk’s views on immigration said that they subsequently lost access to premium features on Musk’s social media app, X. At least 14 conservative accounts said late Thursday or Friday that X had revoked their blue verification badge, cutting them off from a variety of premium features, including the ability to monetize their accounts through subscriptions and advertising revenue-sharing, according to a review conducted by NBC News . Some accounts said the number of those affected was far higher. The accounts were all still active Friday, but without access to monetization features; some of them said they worried about their ability to keep posting. Some conservatives said they considered X’s actions to be a betrayal by Musk, who purchased the service then known as Twitter in 2022 in part because he said it had unfairly limited conservative speech . Musk has since called himself a free-expression advocate, even as he calls for jailing some of his critics . Musk and X did not respond to requests for comment on Friday. But on Thursday night, about an hour before some conservatives started complaining about losing access to X’s premium features, Musk posted what he called “a reminder” on X. He wrote that the site’s algorithm automatically reduces the reach of a user if they’re frequently blocked or muted by other, credible users. “If far more credible, verified subscriber accounts (not bots) mute/block your account compared to those who like your posts, your reach will decline significantly,” Musk posted . But rather than satisfying people complaining about censorship, the post elicited even more accusations that Musk was shadowbanning his conservative critics, or reducing engagement on their posts without officially disclosing such actions to affected accounts. The actions by X came in the middle of a heated online debate on the subject of future immigration policy under President-elect Donald Trump, with anti-immigration MAGA loyalists denouncing the influence of pro-immigration tech executives and investors such as Musk and Vivek Ramaswamy. Many of the affected accounts said they were affiliated with one media brand in particular, ConservativeOG. Preston Parra, a 23-year-old influencer and head of ConservativeOG, said he considered the actions by X to be a “political takedown” in retaliation for publicly disagreeing with Musk’s pro-immigration views. He said he plans to keep fighting Musk, not only to get his premium features restored but also to ensure that Trump pursues restrictionist immigration policies. “If anyone thinks for one minute the REAL backbone of the right wing and MAGA is gonna stand idly by while these big tech gillionaire Silicon Valley dweebs who didn’t get bullied enough in high school, steal our country, they’re mistaken,” Parra said in a text message. He said he believes Musk to be a “Trojan horse” in the Trump camp. Trump announced that Musk and Ramaswamy would lead a new “Department of Government Efficiency,” to much fanfare, shortly after the Nov. 5 election. But in recent days, after venture capitalist Sriram Krishnan was announced as a White House adviser on AI policy, Trump’s tech-world allies — including Musk and Ramaswamy — have come under deeper scrutiny and criticism from the far-right for their previous statements about or involvement with legal immigration. Christmas came early for thousands of people on Sunday as The Ottawa Mission served up its annual holiday meal. "I know what it's like not to be able to have Christmas dinner and the idea that we here at the Ottawa Mission can make that happen for so many people, it makes it so special," said chef Ric Allen-Watson. It's a meal many look forward to each year as the need continues to grow, with more than 17,000 meals being served this year. "It's amazing that there's so much giving here, and I am really grateful to be here," said client Steve Kildare. It's a huge feat accomplished by dozens of volunteers and includes more than 800 turkeys, 3,000 pounds of potatoes, 2,000 pounds of vegetables and 150 gallons of gravy. "The cooking started when we got here at 4 a.m. but we cook the turkeys, debone them and cook them ahead of time, pack them and freeze them and pull them out and slice them," Allen-Watson said. The event brings a sense of community and gratitude this time of year. Last year, the Mission served more than 17,400 meals, a record at the time. "It's all about being together and the joy of Christmas and just supporting the Mission and the Mission supporting us," said Gerald Thornton. AXIS — the Advanced X-ray Imaging Satellite — a McGill-linked mission that uses sharp X-ray eyes to probe far into the universe, has been chosen as one of the two finalists. “We all came together around new technology being developed by one of our main instrument scientists to try to make a next-generation X-ray observatory. We do have observatories right now, in particular, the Chandra X-ray observatory is in space taking observations and so this is intended to be kind of its successor, the next thing that comes along and really helps push our field forward,” explained Daryl Haggard, a physics professor at McGill University. AXIS — the powerful X-ray satellite with an increased field of view — is meant to follow the legacy of NASA’s X-ray space telescope Chandra, which has been in space since 1999. “It’s going to allow us to probe into more of the, into the more distant universe, but also to find a lot of stars, young stars, dead stars, exploding stars, colliding stars, much, much better. So it’s going to be about 10 times more sensitive than the current Chandra X-ray mission,” said Samar Safi-Harb, a physics professor at the University of Manitoba. The X-ray probe developed by the AXIS team which uses lightweight mirrors, is best for studying exploding flaring or dying stars deep in the universe. “X-ray light probes something that’s extremely hot, hot gas, like that glowing gas in the supernova remnant Cassiopeia A. It’s glowing at millions of degrees. Or even higher temperatures. Okay, so it’s very hot gas,” said Safi-Harb. “And the reason we have hot gas is because we have these powerful explosions heating everything around them to extremely high temperatures. So they shine in x rates, right? So if we didn’t have x ray. Telescopes are sensitive to extra lights. We wouldn’t be able to detect them.” What’s most exciting about this year’s final selections by NASA is that they both have Canadian involvement, with the AXIS team being led by both Professor Haggard and Professor Safi-Harb. “I think it’s interesting to say that, I think there’s two of us, basically Daryl and myself, leading the Canadian participation in this very large collaboration. So that’s really, I mean, we feel both excited and privileged to be in that position. And we’re, of course, very thrilled that it got selected, which is great news for us also in Canada,” said Saif-Harb. Tyonne Farrell shot 5 of 7 from the field and 2 of 6 from the free-throw line to finish with 13 points. The Blue Devils (6-4) were led by Devin Haid, who posted 24 points, 12 rebounds and two blocks. Central Connecticut also got 11 points, seven rebounds and five assists from Joe Ostrowsky. Davonte Sweatman also had 11 points. Former Bulldog defensive coordinator Nick Toth isn’t returning to Fresno State and will remain at Air Force, where he oversees the defense. Toth wrote on : “Despite what is circulating on social media. I am fired up to be coaching at the United States Air Force Academy and have not taken another coaching job. Go Falcons!” Reports circulated Wednesday night that Toth would replace Fresno State defensive coordinator Kevin Coyle. According to The Barkboard, new head coach Matt Entz is interviewing candidates for his staff, but nobody has been hired. Toth spent five seasons at Fresno State (2012-2016) under Tim DeRuyter, four of which were as defensive coordinator.
