CLEMSON, S.C. (AP) — LaNorris Sellers' 20-yard touchdown run with 1:08 to play gave No. 16 South Carolina its sixth straight win, a 17-14 victory over 12th-ranked Clemson on Saturday. The new set of rules is designed to achieve two primary national security objectives. First, the new rules aim to slow China's development of advanced artificial intelligence, which has the potential to change the future of warfare. Second, they restrict China's development of an indigenous semiconductor ecosystem. To achieve these objectives, BIS is implementing several regulatory measures, including: New controls on semiconductor manufacturing equipment used to produce advanced-node integrated circuits New controls on software tools for developing or producing advanced-node integrated circuits New controls on high-bandwidth memory (HBM) Addition of 140 entities to the Entity List, in addition to 14 modifications Establishment of two new Foreign Direct Product (FDP) rules and corresponding de minimis provisions New software and technology controls,including restrictions on electronic computer aided design (ECAD) and technology computer aided Design (TCAD) software and technology Clarification to the EAR regarding existing controls on software keys These rules are available on the Federal Register’s website here and here . The world's leading oil exporter is investing billions of dollars to achieve its Vision 2030 plan, which focuses on reducing its reliance on oil and spending more on infrastructure to boost industries like tourism, sports and manufacturing. Saudi Arabia is also working to attract more outside investment to ensure its ambitious plans stay on track. Last month, the country's investment minister sought to reassure investors at a conference in Riyadh that Saudi remains lucrative for investment despite a year marked by regional conflict. With lower oil prices and production, the government's earnings have decreased. As a result, the kingdom is rethinking its spending, which means some Vision 2030 projects will be delayed or scaled back, while others would get more priority. "Continued progress will, over time, further reduce Saudi Arabia's exposure to oil market developments and long-term carbon transition," Moody's said in a statement. Yu Shang Food, Inc., of Spartanburg, South Carolina, has recalled more than 72,000 pounds of meat and poultry products tied to the outbreak, according to the U.S. Agriculture Department. Some products were initially recalled on Nov. 9. The foods were shipped to retail locations nationwide and available online, and illnesses have been reported in four states. The problem was discovered in October after routine tests detected listeria in the foods and the production environment. Of the 11 people sickened, nine have been hospitalized, the U.S. Centers for Disease Control said. Interviews with people who were sickened and laboratory findings pointed to the Yu Shang Food products. Although the foods have been recalled, some may still be in consumers’ refrigerators or freezers. The products should be discarded or returned to the place of purchase. Refrigerators, containers and other surfaces that may have touched the foods should be cleaned and sanitized. People get sick with listeria poisoning when they eat foods contaminated with the bacteria. Symptoms can be mild and include fever, muscle aches, nausea, vomiting and diarrhea. More serious illness can include headache, stiff neck, confusion, loss of balance and convulsions. Listeria poisoning is tricky, because symptoms can start quickly, within a few hours or days after eating contaminated food. But they also can take weeks or up to three months to show up. Those most vulnerable to getting sick include the very young, people older than 65 and those with weakened immune systems or who are pregnant. A different listeria outbreak tied to recalled Boar’s Head deli meats has ended, CDC officials said this week. That outbreak killed 10 people this summer and sickened dozens of others.
